Where is the place to get the best necro armor? How much is it?

All of the best armor is in Droknar's Forge for 1500g per piece, 6000g for the whole set. After Droknar's, in Granite Citadel and Marhan's Grotto, you can buy sets that cost 60,000 gold(15k a piece), that have the same effects but looks different.

Where is Droknars Forge? I'm currently at Riverside almost to crystal desert. Am I far away?

As soon as you finish the ascention missions in the desert you'll do Dragon's Lair, then you'll be at Droknar's. Pretty much right after the desert.
